Have you read any of the other threads in this Forum. We have discussed overclocking quite a bit.
All your programs for windows7 should work in windows 8.
Overclocking an OS serves no useful purpose!
It causes the CPU to run faster than the manufacturer designed it to run and it draws more power from the PSU and gives off More HEAT!
When dealing with electronics, remember just one simple rule: HEAT KILLS!
Overclocking also increases the probability of a crash or BSOD right when you're in the middle of something important.
(however, you really shouldn't be doing anything so important on a Beta Test version of any OS)
If you need a faster CPU, then buy one! Don't buy a low cost (slow) CPU and then try to force it to run faster than it was ever designed to run.
For instance, don't buy a PC with an AMD Sempron processor, if you need performance. The Sempron is NOT a high performance CPU. You would need an "Athlon" or better.
Likewise you would not buy an Intel Celeron, if you want performance. It has virtually NO cache and is a poor performer.
Cheers Mates!
