Not being an over-clocker I can at best only guess. My experience with MANUFACTURERS who essentially offer proprietary hardware is that proprietary software runs on it well plus some but not all generally available software. So I might guess that what the user does personally might be more successful with what is a new operating system, than a canned hardware tweak.
Even so, I find win8 using significantly fewer resources of every type, so it may not need or benefit from overclocking as much. For example, the office aps run much faster on win8...I haven't measured that but I have experienced it.

I have a custom built rig, running windows 8 Pro 64 bit, AMD Phenom X4 940 BE 3.0 mhz OC to 3.6 mhz, running with no problems at all.

Well after re-reading the article, it seems to be for retail PC's and not custom built rigs. I for one wouldn't want to OC a retail PC for the simple fact that it's all low end hardware with minimal cooling.
