Angry Camera Grabbed by software, won't let go.

I am connecting a video camera via Firewire 400 to a Windows 8 machine to capture video into MovieMaker. When MovieMaker tries to connect to the camera, I receive this error:

    Attachment 2581

No other software is running. But as soon as I plug in the camera, something is grabbing it. I also get this error with a third party software that broadcasts video using the camera.
What is grabbing the software and how can I disconnect it?

Windows 8 does not include legacy drivers like Window 7 does. Did you install the legacy driver for your device?
