Which mouse do you use? This could be the fact that the default drivers are not compatible with your mouse. I would check with the manufacturer and see if they have any S/W for your mouse.
It would probably be more accurate, to just say something like "my mouse does NOT work with Win-8".
Because, if you don't see it, it's pretty well NOT working.
Windows has built in Mouse Drivers for almost every style and type of mouse, USB or PS2.
The only ones I can think of that might not work are some of the more proprietary touch pads on Laptops.
That can usually be fixed, quickly, with any USB mouse, wired or wireless.
Not having the specs on the PC and mouse in question, leaves us playing "20 Questions".
Lets not do that!

You may try to update the mouse Driver by the following steps:
a) Drag the mouse to bottom left corner and right-click on the ‘Start icon’.
b) Select ‘device manager’
c) In Device Manager, locate the device you want to update, and then double-click the device name.
d) Click the ‘Driver’ tab, and then click ‘Update Driver’ and follow the instructions
My mouse, although it worked with the default mouse S/W, gained much functionality when I installed the S/W from the mouse manufacturer.
I'm still wondering, how you're suppose to drag the mouse pointer anywhere, when there is NO mouse pointer.
(The mouse is not working!!!)

I am using a USB mouse. Luckly, it's a laptop. So I can use the touchpad. I have fixed it by rebooting and rebooting and rebooting. lol

Often, when you install a new USB device, it can take the OS several minutes to see it and install the drivers for it.
It's not instantaneous!
