I have a HP 7310 all in one printer on a network. I was able to get the printer to work but the scanner will not. The HP program will not show the scan option and W8 scan will not work. Any ideas out there.

Gotta be a driver issue. Most devices do not have Win 8 specific drivers yet. You could try to load the Win 7 drivers.
HP is notorious for not supporting their products through OS changes.
An AIO printer Prints due to printer drivers in the OS. The Scanner scans not by drivers, but by a program that has to be installed. It also involves "Twain Drivers" installed along with the scanner software.
Have you tried installing the scanner software?

Addendum:
Ok, I just performed a simple test with my own Epson Workforce 500 AIO printer/scanner.
First, I never just scan something into space. I want it to scan into a specific piece of software, so I can do something meaningful with what I've just scanned.
So I installed the one Graphics program that I use for all my Graphics work....."Photo Filtre" (I spelled it right..It's French)
Then using Photo Filtre to "Acquire an Image" I put a sample on the scanner glass and began the Scanning process from within Photo Filtre. I'm just thinking that maybe the Twain drivers were installed during the install of Photo Filtre, or the function is actually Built Into Photo Filtre itself. Anyway, it works.

Photo Filtre (FREE) has Graphics Editing capabilities only found in programs costing hundreds of dollars. I won't set up any computer without it.

Have you downloaded either the AIO install package or HP's Printer Install Wizard from this page:

My printer is a Kodak AIO, although Windows Update provided the basic USB print & scan drivers, I downloaded Kodak's AIO installer for full functions, the install went perfectly on Win 8 CP & RP x64.
