Default Windows 8.1 will not boot up correctly

Hello. I'm running Windows 8.1 on my Surface Pro 2. I have this problem every now and then: I turn on my computer, and I'm greeted with the Start screen. Everything seems normal until I try to go online. All my wireless connections, WiFi, Bluetooth, are not available. My desktop background is black with "Windows 8.1 Pro" on the bottom right hand corner. I open Control Panel and it's empty. The option to turn on Bluetooth and wifi is also empty. When I go to settings, there is no Bluetooth toggle. Anything to do with the system like Control Panel, device Manager, Manage networks is all empty. The folders are there, but when I click on them, they are empty. This happens every once in a while, but it freaks me out. I have to restart my computer, and that seems to take care of the problem. Does anyone know how to not make this happen anymore?

Is this a full retail version of 8.1, and not some beta test version?

My initial thought would be that you have something starting with Windows 8.1 that is messing with the startup process. Try to turn OFF everything you don't need starting up with Windows.

I'm assuming it's a full version of windows because I bought the sp2 pro brand new. I've gone to the task manager and disabled what I don't need under start up tab or boot up. I forgot the exact name of the tab. Is there another place I need to check to disable unnecessary programs from running at start up?

I also have Norton 360, so maybe that could be interfering in some way. It doesn't happen ALL the time, but it has happened maybe 4 or 5 times in my first 6 months of buying the SP2 Pro

    1. Get rid of Norton.

    2. Run Malwarebytes

    3. Run CHKDSK & sfc /scannow

    Some things to consider doing...

    4. It's, still, under warranty so, take it to Microsoft. If you go this route, never mind 5 & 6.

    5. Try a Refresh

    6. Try Recycle

I do suspect malware or the OS is corrupt.

    Cheers,
    Drew

    1. Get rid of Norton !!!!!!

That's what I do on every PC that I'm called out to work on. (I'm still a working Computer Technician)
First, it won't protect your computer form all the crap that's floating around out there,
and Second it can load down your computer and greatly impact it's operating efficiency.

The Norton Removal Tool is one of the most important programs on my Tune-up Utilities disk.
I replace Norton (whatever) with AVG 2015 FREE, for a much better Anti-Virus program, then
supplement that with Malware Bytes and Super Anti-Spyware FREE.

    Good Luck!

Oh thats good to know. I thought Norton was supposed to be one of the better anti virus programs. So you said AVS 2015 Free, Malware bytes and super anti spyware? Anything else I should get? I want to make sure my computer is as protected as possible.
