here is how to fix ur power issues
1. from start Menu type control panel on the search box
2. on the search control panel upper right the side type (shutdown)
3. power options ----> change what the power buttons do
4. make sure the power button settings is shut down on (when I press press the power button)
5. define power buttons and turn on password protection ...> click (change settings that are currently unavailable) to active the shutdown settings
6. uncheck turn on fast startup (Recommended)

I guess I would ask, How are you truing to shut down the computer?
We have written on how to add Shutdown and Restart shortcuts to the desktop. Perhaps these would solve your problem. These were added during Win 8 CP, but work equally as well in Win 8 RP.
You can also add a Shutdown Tile to the Metro Interface:
Don't want to click a dozen times to shut your machine down?
- Navigate to: C:\Users\[USERID]\AppData\Roaming\Microsoft\Windows\Start Menu\Programs
- Right-Click & select New -> Shortcut
- Type the location of the item: C:\Windows\System32\shutdown.exe /s /t 0
- Click Next
- Type a name for this shortcut: Shutdown NOW!
- Click Finish
- Press Windows Key to return to Start Page
- Right-Click on the new tile
- Click Open file location
- Click Change Icon
- Click OK when you get the error message.
- Click the Shutdown Icon
- Click OK
- Click Apply
- Click OK
You can also add the Restart Tile using this same method with the path shown in my link for Restart rather than Shutdown.
