I upgraded from beta to W8 Pro finally. Cannot download PDF file attachment from my email. Is this pdf file issue or email issue?

Check out your Adobe reader to make sure your adobe reader is compatible with Windows 8. Good luck and hope your problem will be solved as soon as possible.
You have to Custom Install to go from a beta to a released version. Start over using the link in the top of your email receipt. Choose Save Nothing. When you get to the point choose Install from Media you create.
Try this first:
I assume you are using Internet Explorer?. If so, install Firefox and make it the default, and try again.
But, in IE
Click Tools and then click on Internet Options.
Click the Security tab.
Select Internet and then click on custom level.
In the security settings, make sure that File Download is enabled. - Its nearly halfway down the list.
Apply and try again.
sincerely i think it is email issue if you have installed adobe reader...
Properly speaking you don't, actually, need Adobe Reader added to Windows 8... it has, comes with an embedded Reader of its own.
For PDFs in E-mail, Rt Clk the attachment, select Open or Save (As). The file will either open in the Reader APP or click on it @ the saved location to open it for viewing. Once open > Charms > Devices to print it.

I solved the biggest problem with Adobe reader...... Adobe Reader!
I used it for years, because it was the only act in town. The I noticed that each new version was WAY bigger than the version before it, but it still did the same thing....it allowed me to read PDF files.
Not only that, it just ran slower and slower with each upgrade. It became an unmanageable Monster!
So what to do? Well the first thing I did was Un-Install it. That was fairly simple, and didn't hurt a bit.
It was not at all like pulling a tooth!
Then I downloaded and installed "Foxit Reader".
Foxit PDF Reader: The Best Free PDF Reader to Create, Annotate, Form Fill, View, and Print PDFs
Since that day, I've installed Foxit Reader for many of my customers, and to a man, they love it. It's so much faster than Adobe Reader.

I don't see it as a problem with an installed PDF reader. The OP says he cannot download a PDF. This indicates he is probably using a web based Email client and the problem is with the config of that client, or the browser settings.
Certainly, suggesting Adobe Reader is a problem makes it an additional nice thing about Windows 8 that is has its own Reader, eliminating any need for any 3rd party reader to be installed or used.
