I go to the windows page to download additional themes and 1. I get publisher not verified and then 2. when I try to open it ask which program to use. When I set to display file extension, I am also noticing that some of my file extension are not visible after downloading from the web using IE 10. Please help this is racking my brain and at this point ready to go back to windows 7.

Where are you getting these theme packs?

I got mine from MS, and I only access everything from the desktop, using Firefox, not I.E.

One really great theme, is City Lights.

It seems like your biggest hurdle, is to get off of I.E.

Some hard headed web site authors are still writing and maintaining sites that will only work effectively with I.E.
Till very lately, my bank was one of those. I threatened to take my Millions and change banks if they didn't fix their website to work with FF. They did, and I didn't have to change banks.

Theme Packs! I get all mine from the Desktop > Properties > page, where you can either accept the built in themes, or download more. It's just one button on that page.

I now have several themes stored away for future use. I'm currently using one with animals in beautiful scenes.

To quote Maxwell Smart, , , "Would you believe......" The VA still uses Windows XP pro on all their thousands of workstations, networked to their main computer system. I imagine I'll be a long time dead and forgotten before they ever upgrade to 7, 8 or 8.1 (or 9?)
That's another case of a closed system running software that still WORKS and if it works, don't F' with it. Eh?

As for Themes, one thing I found is that if I try to rearrange my desktop icons after turning on a Theme with Slide-Show, the icons will not stay where I put them. Now, if I put on just one desktop background picture, and then position my icons, they will stay put. Then I can turn on the theme with slide-show and everything is OK.
That really threw me for a loop, when I set up my first desktop in Windows 8. I even posted about it at the time.
I imagine that post is buried in the archives somewhere by now.

But, there are some really beautiful themes, both in the MS Theme Store and created by others.
Australian Landscapes, Dutch Landscapes are just two that come to mind. City Lights, we're all familiar with.

The only problem I have with some Themes is that they present pictures that seem to make desktop icons disappear.
So I favor pictures with dark borders that really make my desktop icons show up well.
