I have installed windows 8 consumer preview and it recently restarted after a windows update and is now stuck on an infinite restart loop.

The laptop does not have a CD drive. How can I fix it?

Download and install Win 8 RP as a Clean Install, Choose Custom install when you get to that point in the installation. Win 8 RP is the newest beta and replaces Win 8 CP.

Can you go to safe mode?

I would use this method (http://www.tncnewscentral.com/forum/windows-8/install-windows-8-from-a-usb-sitck-or-sd-card/) to burn the ISO file to either a SD card or Flash drive. Use this SD card or Flash Drive to clean install Win 8 RP.
