Hi :)
As the title said, windows is stuck in "Configuring updates" loop. The only way I can go to is safe mode. I've tried doing a system restore, but I got an error the follwong message:
To perform an offline System Restore, you must specify which Windows installation you would like to restore. For example, if the installation located in "C:\Windows:" should be restored, enter the following command: rstrui.exe/OFFLINE:C\Windows
How does this message mean? How can i boot my computer by normal mode? Thanks.

I think you might be stuck doing a complete reinstall. If so do a Clean Install as this will give you the most pristine installation. Your system sounds as though it is trashed pretty badly. Being hung during updates is never a good sign.
Be advised Win 8 RP is to be released in early June. This next beta will require a Clean Install any way. You might want to just use your original OS until this next beta is released, clean install it, then continue your testing at that point.

Hi Scott,
Welcome to this Windows 8 Forums.
Though the boot safe mode of Windows 8 can't be achieved by pressing the F8 key, we can still have it. However, this requires you to be booted into Windows already. Press the Win+R key combination and type msconfig in the run box and hit enter.
611
Switch over to the boot tab, and click on the Safe Boot check box.
612
You can also choose the type of Safe Mode you want to boot into:
Minimal is normal safe mode.
Alternate Shell is safe mode with command prompt
Network is safe mode with networking.
The Active Directory option pertains to restoring a server that is a Domain Controller for your network. Once you have chosen your option click the ok button and restart your machine.
613
You PC will be booted into Safe Mode automatically.
