Generally speaking, fan control is handled by temperature sensors in the CPU and fan control circuitry on the motherboard. The harder you work the CPU, the more heat it generates and the faster the fan will run to keep it cool.

I was at a customer's house one day, to clean up and tune up an old Dell desktop computer, that was sitting on the floor. The CPU fan was screaming like an air raid siren.
I wound up taking that PC home with me for a thorough physical cleaning.
A Blast of compressed air, even at 100psi, can do just so much, to loosening and removing dirt.
Sometimes diss-assembly is required. In this case it was.

The fins in the CPU heatsink were jammed with lint, completely blocking air flow.
212Sort of like this.

Likewise, the vents on the front panel were jammed up with dirt, blocking fresh air from entering the case.

After I'd cleaned everything, the fan ran at low speed and the computer was quiet again.

So check your computer for dirt in the CPU heatsink. That's a good place to start.

Good Luck
