I want to get a Windows 8 utility that lets me resize one or more selected image files directly from Windows Explorer. I know that there are such software existing. So I hope I can get some advices from you all for my windows 8 64 bit.

You mean the image editor?

I have not used such program. and I also want to have try. please tell which software can do this and be compatible to windows 8.
