I attach a screenshot that is in fact the question. It shows that the speed of file copy operation between two different hard drives is about 20 MB/s. Same operation between different partitions on the same physical drive goes at twice the speed. This is way slower that the theoretical SATA speed of 3 Gb/s. Any suggestions of how to speed this up?

Are both the hard drive you are using is of SATA? because that speed you have mentioned is the speed between SATA hard drives. If you are transferring a large amount of data which is in the form of several files from one hard drive to another then it will take more time then transferring few files of large size. That is normal and it will give around the same speed on other drives.
